An exploratory opinion, Social dialogue as a tool to promote health and safety at work, was adopted on 19 January 2022 by the European Economic and Social Committee (EESC), and is now available in all EU languages.

Objectives of the exploratory opinion include better accident prevention through quality social dialogue, actions to ensure effective implementation of occupational safety and health (OSH) measures, and concrete involvement of the social partners and tools to be used.

EU-OSHA’s ESENER survey is recommended by the EESC to regularly report OSH challenges to assess the coverage of the programmes deployed and to propose new measures if necessary.

The EESC also encourages any initiative to assist small and medium-sized enterprises in their prevention efforts, such as the OiRA project and the Healthy Workplaces campaign.

The paper was requested by the EU Strategic Framework on Health and Safety at Work 2021-2027 and EU OSH legislation.
